I get confused by it too. It is called reverse threading... new posts are pushed to the top, and new responses go to the top under the new post, in order of date and time of posting. You can tell the order by looking at the date. The number in brackets beside the date tells how many responses a post has received.
This BB script did not come with many options. the only other option, you would have to scroll down to the bottom of the whole page to see new threads.
I check the tea room pretty often, even if I don't respond right away, and it is nice to be able to see at a glance if there are new posts, without having to scroll... especially in July, with a whole year's posts! I turn over the year's archives on the course anniversary, early August.
Not sure if that makes sense... I'll diagram it.

I'm afraid I don't really know what inspires the board to sometimes add a third tier in a thread. Maybe someone else understands it better.
